Dmitry Kafanov took part at a meeting of the Council for Development of the Fisheries Industry of the Ministry of Agriculture

The first meeting of the Council for Development of the Fisheries Industry of the Russian Federation took place under the chairmanship of Deputy Agriculture Minister Igor Manylov on November 28, 2012. The work of the Council was attended by employees of Ministry of Agriculture, Federal Fisheries Agency, representatives of public organizations and reputable companies of fisheries industry, employees of specialized research institutes, recognized experts in the fishing industry.

One of the agenda items of the Council was considering the draft law “On Amendments to Certain Legislative Acts of the Russian Federation (the definition of a “fishing vessel” and improvement of the safety of navigation)” submitted to the Government of the Russian State Duma Committee on Transport.

The bill provides an exception of the term “fishery fleet vessel” to the Russian law, and replacing it with the term “fishing vessels”.

Inmar Legal Ltd produced a legal opinion, which led to the Council’s decision on whether to adopt the bill.

The Council recognized that the bill would lead disruption of the entire fishing industry in Russia, a significant decline in fishing and fish production, uncontrolled poaching increase.
